[Patch 0.180] Pebbled Plunder: Some pebbles are not where they are supposed to be even though the pebble tracker says the player has not yet picked them up

Issue Description: Some player are not able to find certain pebbles in their designated locations, even though the new pebble tracker says that they have not yet collected the pebbles.
Platform(s) affected: All

Workaround: The team is already aware of this and is currently investigating. In the meantime, we advise keeping the game up to date.
