Pet courier function has 50-50 chance of being locked despite purchase

Issue Description: Players are noticing that the Pet courier function has a chance of being locked once they enter the Elderwood map.

Workaround: Relogging or going back and forth between stables can help to unlock the function. The team is already aware and working to implement a more permanent resolution.
